Student Application Information

The ODYLP: EAGLE is a program of the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), implemented by Legacy International. The program brings together approximately 18 youth participants (ages 15–18) and three adult mentors from Kosovo, the Republic of Korea, and the United States for a three-week exchange in Seattle & Washington, D.C. focused on equipping young leaders and educators with knowledge and skills in AI, technology, and global leadership.

This is a unique opportunity for high school students & adult educators!

Are you a high school student in Kosovo, the Republic of Korea, or the United States?

To apply for this program, you must...

  • Be between 15-18 years of age by June 1, 2026, with at least one semester remaining in high school after the exchange.
  • Be a citizen and current resident of Kosovo, Republic of Korea, or the United States.  Note: International applicants from Kosovo or the Republic of Korea with dual U.S. citizenship are not eligible for this program.
  • Demonstrate interest in AI use, youth leadership, civic engagement, local and global issues, and cross-cultural communication skills.
  • Be committed to completing a follow-on project in your home community.
  • For international candidates: Be comfortable using English in everyday and professional situations. You should be able to hold conversations on a wide range of topics, explain your ideas and experiences clearly, and read and follow written instructions. You do not need perfect or highly technical English, but you should be able to communicate complex ideas clearly and confidently.
  • Preference will be given to applicants who have not previously had opportunities to travel internationally.

Please note:

  • Employees and family members of U.S. Embassy or Consulate staff, U.S. Department of State employees, and staff of Legacy International and its partner organizations for this program are not eligible.
  • Individuals who have participated in an in-person ECA-funded program within the last three years OR have accepted a U.S. government-funded exchange program for the next year are not eligible.

There is NO application fee. The United States Government will provide international participants with economy class travel to and from the United States and all program-related costs (including domestic travel in the USA) for selected participants.
